Problems in reading among children with special needs is an issue of concern by teachers and parents. Reading activities should start as early as possible since the efficiency of reading is a basic requirement in the learning process. Reading instruction using multimedia as a tool for teaching and learning process has been commonly implemented in today classrooms. Various methods have been use in schools and at home to overcome this problem. Thus, the development of useful digital learning tools to support effective language learning is a critical issue in the educational field especially in learning Malaylanguage. With the rapid growth of internet technologies and easy access to information, the field of digital learning has stimulated innovation and diversified developments to promote learning performance during learning process. However, most guidance systems neglect to consider the level of difficulty and recommended materials do not fully utilize portfolio features of learners incorporated into personalized learning activities. Therefore, this article proposed a diagram on mechanism which utilizes data of a learning portfolio and simultaneously considers information regarding the degree of relational reading difficulty during diagnostic test.
